The GIZ project “Enhancement of the Competitiveness of the Private Sector in Rural Areas” supports the Republic of Kosovo in improving the competitiveness of rural areas and selected sectors influencing the rural economy (Non-wood-forest products, wine, metal processing with a focus on RE/EE, IT, regional lead sectors). Private and public institutions promoting economic development on the national, regional and local level are supported in their endeavour to create conducive framework conditions for increased employment and income generation in rural areas and economic integration in regional and EU markets.
The project is intending to expand the existing team by employing an
Advisor for Economic Development / Rural Economic Development responsible for the involvement of the Serbian, Bosnian and Gorani communities
Responsibilities
The advisor is responsible to
- contribute to the extension of the project’s activities to Serbian, Bosnian and Gorani communities and to advise the project on a context sensitive implementation of those activities
- identify needs for support in terms of human and institutional capacity development and technical assistance, especially within the Serbian, Bosnian and Gorani communities
- develop concepts for capacity development measures based on the identified needs
- support stakeholders from minorities in accessing and benefiting from the GIZ support channelled through public and private institutions promoting economic development
- develop good communication channels and working relationships with stakeholders from the Serbian, Bosnian and Gorani communities
- Monitor and report on the economic, social and political situation in Serbian, Bosnian and Gorani communities
The advisor performs the following tasks:
The advisor
- Contributes to and monitors the development and implementation of project plans and activities in close consultation with the GIZ project team and counterparts
- Develops and organises measures for context sensitive project implementation and suggests necessary changes, improvements and initiatives
- Deals with the design, preparation and implementation of workshops, round tables, seminars and other events on issues related to the project’s area of activity;
- Takes part in meetings of the project team as scheduled by the project manager;
- Networking and cooperation
The advisor
- Assists in establishing and maintaining good working relationships with private and public stakeholders promoting economic development (especially in Serbian, Bosnian and Gorani communities), other projects and donors / implementing agencies
- Assists to ensure regular communication and information flows with cooperation partners
- Ensures that the GIZ project teams receive information about ongoing developments within the communities
- Advice and Knowledge management
The advisor
- Contributes to the planning and implementation of capacity development measures
- Advises public and private stakeholders on the development of new services promoting economic development (in close cooperation with long- and short-term sector and rural development specialists)
- Draws up reports, concepts and presentation documents
- Prepares appropriate input for various project reports, including annual reports, and contributes to the other reports required by the project manager and GIZ head office
- Coordination tasks

- Coordinates relevant project activities in consultation with the project leader, or other project staff as assigned and in cooperation with project partners
- Compiles the relevant information for joint activities and assignments
Required qualifications, competences and experience
Qualifications
- Master’s degree or equivalent in economics, public administration, agriculture or a related subject
Professional experience
- At least 5 years of professional experience in the field of economic development desirable, ideally in international projects. Candidates with less than 5 years professional experience might be offered a junior position.
- Working experience with public institutions (e.g. municipalities) or CSOs, private sector associations or enterprises in Kosovo is an asset
Other knowledge, additional competences
- Fluent written and oral knowledge of English, Serbian language skills on native speaker level, Albanian and / or German language skills are a plus;
- Very good communication, advisory and negotiation skills
- Very good networks and knowledge of the business environment especially with regards to communities
- Knowledge of the political system and public administration in Kosovo
- Ability to work under pressure and in a sensitive political environment
- Familiarity with the concept of capacity development, value chains, area-based and participatory development are an asset
- Team-work spirit
- Interest and sensitivity to work in a multi-ethnic environment
- Ability to provide well-structured written reports and position papers
- Very good working knowledge of computer applications (e.g. MS Office)
- Readiness for frequent travelling and working in the whole area of Kosovo and the region
